ECR International manufactures and provides heating and cooling products under a family of brand names in North America with two facilities in upstate NY and distribution throughout the US and Canada. ECR serves the needs of its customer through quality products, modern innovation and reliable service.ECR is seeking a Payroll Administrator. Reports to:Benefits AdministratorBasic Functions:Plan, organize and implement all payroll functions for ECR International, Inc.Qualifications:Requires a minimum 2-year degree with 2-5 years of payroll experience preferredJob Environment:Administrative atmosphere involving periodic interaction with certain external vendors and service atmosphere involving daily communication with Human Resources as well as other union and non-union employees. Principal Accountabilities:Responsible for all aspects of payroll administration including: time clock administration, hourly/salaried payroll processing, compensation implementation, daily transaction processing, maintenance of the self-serve Human Resources component of payroll software as well as administration of child support/garnishment orders, internal recordkeeping and year end W-2 processing.Maintain working knowledge of all federal and multiple state legal and reporting requirements as they relate to payroll and implement new requirements as they become effective.Administer NYS Disability and Voluntary Disability programs within the guidelines and monitor employee absences to account for missed payroll deductions.Administer payroll in compliance with all ECR payroll/benefit policies and multiple collective bargaining agreements.Provide timely reporting to internal departments as well as quarterly and annual reporting to outside entities (ex. Department of Labor).Gather/provide payroll information to, and work with, external auditors as part of various annual audits.Oversee NYS Unemployment Compensation process, working closely with internal HR Generalists and external vendor to verify eligibility for unemployment compensation.Direct liaison to Human Resources department for all employee payroll related issues.Cross train to backup Benefits Administrator duties: 401(k) and pension plan administration, benefits administration and billing processes.Provide assistance to Benefits Administrator as needed during annual open enrollment period.Manage the recording and handling of certain corporate legal and product liability claims to assure they are attended to timely by the appropriate personnel.Provide additional assistance to department as needed.Quality Responsibilities:All employees shall know and understand: Quality Policy, Quality Objectives, the procedures and work instructions applicable to their job, and how their job affects the quality of company products and services.
